DOWNTOWN IMPROVEMENT DISTRICT EXPANSION AD HOC COMMITTEE GUIDELINES

Establishment: Resolution No. 15R-2505 created the Downtown Improvement District Expansion Ad Hoc Committee
Board Membership - Qualifications and Other Requirements:
a) The Committee shall consist of twelve (12) members. Ten (10) members shall be appointed by the City Commission by Resolution No. 15R-2505. The eleventh (11th) and twelfth (12th) members shall be one resident within the Greater Rosemary District and one resident within the existing Downtown Improvement District.
b) In the event any member becomes unable or unwilling to continue to serve as a member of the Committee, the City Commission may, by majority vote, appoint an alternate replacement Committee member.
c) The DID Expansion Ad Hoc Committee shall conduct public meetings and may receive written or verbal comments from City employees or from the public at large, as it deems necessary or appropriate. At its first meeting, the Committee shall select a Chairperson and a Vice Chairperson. All meetings of the Committee shall be public meetings which shall be noticed and advertised in advance and shall be open to the public. Written minutes shall be kept of all meetings.
d) The DID Expansion Ad Hoc Committee has the following assignments: gage the support among the commercial property owners within the Greater Rosemary District for expansion of the DID into the Greater Rosemary District; gage support among the residential property owners within the Greater Rosemary District for expansion of the DID into Greater Rosemary; gage the support among residents within the existing Downtown Improvement District for expansion of the DID to include residential properties within the downtown. The Committee shall survey as many of the property owners within the Greater Rosemary and the Downtown as reasonably possible so as to gage these various levels of support.
e) The Committee shall report the results of its investigation to the City Commission. Said report shall include the Committee's findings with regard to level of support among Rosemary residential and commercial property owners, as well as among Downtown residential property owners for expansion of the Downtown Improvement District. The report shall also include a recommendation of the Committee. This recommendation shall, at a minimum, include determination as to : (a) whether the Committee recommends expansion of the DID to include commercial properties within the Greater Rosemary District; and (b) whether the Committee recommends expansion of the DID to include commercial and residential properties within the Greater Rosemary District plus the residential properties within the existing Downtown Improvement District.
f) The Committee shall make its final report to the City Commission no later than nine (9) months from the date of its initial organizational meeting. Upon request of the Chair of the DID Expansion Ad Hoc Committee, the City Commission may extend this date by majority vote. After the final written report of the Committee has been presented to and received by the City Commission, the DID Expansion Ad Hoc Committee shall cease to exist.
g) The Board consist of twelve members.
h) The Board shall meet as necessary.
